why does the system of filling an fir left to the discretion of authorities?

an aggrieved person has a fundamental right to register his grievance or complain.

why is it made subject of judgement by some one else?

it should be possible to file an fir with authority whose job is only to give a ack number and acknowlegement to one who complains. registrar should note have right of refusal to register.
